Saudi Arabia has announced a new rule that will take effect starting April 29, 2025. According to this rule, only people who have valid Hajj permits will be allowed to enter or stay in the city of Makkah during the Hajj season. This step is being taken to help protect the safety and security of the millions of pilgrims expected to take part in the annual pilgrimage this year.

The authorities expect more than two million people to perform Hajj in 2025, and managing such a large crowd requires strict measures. As part of this effort, starting from April 23, 2025, any expatriates (foreign residents living in Saudi Arabia) who do not have official Hajj permits will not be allowed to enter Makkah. The government has made it clear that anyone caught trying to enter without a permit will be stopped, and legal action will be taken against them.

This new regulation is part of a wider plan to make sure the Hajj is peaceful, organized, and safe for everyone. By making sure that only authorized pilgrims are present in the holy city during this time, Saudi authorities hope to reduce overcrowding and prevent any potential risks. People who wish to perform Hajj are strongly encouraged to apply for the correct permits and follow all guidelines to avoid any issues.
