The Federal Ombudsperson for Protection Against Harassment (FOSPAH) has announced that constant or excessive CCTV monitoring of employees is a form of workplace harassment.
The decision was made after several complaints from employees who said they felt uncomfortable and pressured because of being watched too closely while working.
FOSPAH explained that while CCTV cameras can be used for safety and security, their misuse creates a toxic work environment. When workers feel like they are under nonstop surveillance, it affects their confidence, productivity, and mental health.
The ruling makes it clear that organizations need to strike a balance. Cameras may be installed in offices, factories, and other workplaces, but their purpose should be limited to ensuring security and not for keeping unnecessary watch over employees.
If employers use CCTV footage to constantly check on staff or intimidate them, it will now be treated as harassment under the law.
FOSPAH emphasized that every employee has the right to dignity and privacy, even in the workplace. Employers have a duty to build trust with their teams instead of controlling them through surveillance.
The order also reminds employees that they can report such practices and seek protection if they feel their rights are being violated.
This decision is seen as an important step toward improving workplace culture in Pakistan. It highlights that harassment is not only about direct interaction but can also occur through indirect methods like digital monitoring.
The move encourages organizations to focus on creating healthier, more respectful, and more productive work environments.
