Govt to Impose Flood Levy on Luxury Goods to Fund Reconstruction

The federal government is planning to introduce a Flood Levy on luxury items to raise funds for rebuilding areas damaged by recent floods across Pakistan.

According to official sources, the new measure has been sent to President Asif Ali Zardari for approval. Once approved, it will add extra charges on imported luxury goods such as vehicles, electronic appliances, and even cigarette packs with an additional Rs. 50 per pack expected.

Officials estimate that the new levy could bring in more than Rs. 50 billion, which will be used to help restore infrastructure, agriculture, and housing in flood-affected regions.

The initiative is part of the government’s wider effort to speed up rehabilitation work and support thousands of families who lost their homes and livelihoods.

However, experts believe the plan may face legal and administrative challenges, particularly in how the collected funds will be distributed to provincial governments. Ensuring transparency and fair use of the revenue will be a key test for the federal authorities.

The government made this decision in light of the devastating floods that caused losses estimated at Rs. 822 billion, damaging crops, roads, and public utilities across several provinces.

Officials say the Flood Levy is a short-term solution to generate much-needed funds without placing additional burden on essential goods. It also reflects the government’s intent to rebuild the economy through self-reliance rather than external borrowing.

If approved, the new tax will come into effect immediately after the official notification, marking a significant step toward recovery and national resilience.
