Igniting Pakistan’s Digital Future: Digital Sector Roadmap Unveiled and Awards Ceremony of AI Wrapper Competition 2025

The Government of Pakistan, through the Ministry of IT & Telecom (MoITT) and Ignite – National Technology Fund, in collaboration with the Asian Development Bank (ADB), unveiled the Pakistan Digital Sector Roadmap, marking a major milestone in advancing the Prime Minister’s vision for a Digital Pakistan. The event also celebrated the winners of the AI Wrapper Competition 2025, marking the translation of the National AI Policy 2025 into tangible action.

The two-day engagement began with the National Workshop on AI Use Case Development, where experts from government, academia, and the private sector co-designed AI solutions for national priorities, including health, education, agriculture, finance, and governance. The workshop outcomes will inform the development of the upcoming National AI Innovation Hub (NAIIH), envisioned as a national ecosystem for applied AI research, commercialization, entrepreneurship, and digital capacity building.

Unveiling the Digital Sector Roadmap, Federal Minister for IT and Telecom Ms. Shaza Fatima Khawaja said:

“Under the vision of Prime Minister of Pakistan, this roadmap is a strategic step for a connected, competitive, and future-ready Pakistan. It aligns with vision for a Digital Nation Pakistan, where technology drives inclusive growth, transparency, and innovation across every sector.”

The roadmap sets a 10-year vision for a digitally empowered, connected, and inclusive Pakistan by 2035, structured around four pillars: Digital Infrastructure, Digital Economy, Digital Governance, and Digital Society, aligned with Uraan Pakistan 2024–2029 and the Digital Nation Pakistan Act 2025.

The AI Wrapper Competition 2025, held under the Digital Pakistan initiative, showcased Pakistan’s emerging AI talent. Over 1,700 teams from 106 cities, including 33% female participation, competed in five thematic areas: EdTech, HealthTech, Climate/AgriTech, GovTech, and FinTech. The winners were honored with prize money amounting to a total of PKR 8.7 million for developing AI-driven solutions to national challenges.

The Federal Minister for IT and Telecommunication extended heartfelt congratulations to the winners of the AI Wrapper Competition 2025 . “AI Wrapper Competition 2025 reflects the spirit of the National AI Policy 2025, empowering youth and entrepreneurs to use AI responsibly and creatively for Pakistan’s development”, said IT Minister.

Ignite CEO Mr. Rafique A. Buriro added:

“Through initiatives like the AI Wrapper Competition and the National AI Innovation Hub, we aim to build an ecosystem that turns policy into impact, enabling startups, researchers, and government to collaborate on real-world AI applications.”

Dr. Antonio García Zaballos, Director, Digital Sector Office, ADB, said:

“Pakistan’s Digital Sector Roadmap provides a clear pathway for inclusive, resilient, and innovation-led growth. ADB is proud to support Pakistan in strengthening digital Infrastructure, Digital Economy, digital governance, and digital Society.”

Reaffirming its vision for an AI-powered Pakistan, the Ministry underscored its commitment to executing the National AI Policy 2025, establishing the National AI Innovation Hub (NAIIH), and nurturing partnerships that fast-track Pakistan’s evolution into a knowledge-based, innovation-led economy.
