Imports’ rules for Poly Vinyl Alcohol clarified

LAHORE: The customs authorities have issued guidelines for the release of consignments of Poly Vinyl Alcohol (PVA), a chemical used in various industries.

According to the notification, PVA in its purest form is classified as a petroleum product with a flash point of 79 C, requiring a licence in Form “L” or “M” under the Petroleum Rules, 1937, and the Petroleum Act, 1934, for storage.

However, consignments of PVA with a flash point of more than 93C or those where the flash point is not applicable, as per the Material Safety Data Sheets (MSDS) provided by importers, may be released without the regulatory requirement of obtaining a license in Form “L” or “M”. These products fall under the category of “excluded petroleum”, and no storage licence is required for their storage under the Petroleum Act, 1934.

In cases where the details of the flash point of PVA are not mentioned or submitted by importers, the consignments may be referred to the Pakistan Council of Scientific and Industrial Research (PCSIR) for testing and confirmation of the flash point. This clarification aims to facilitate the smooth clearance of PVA imports while ensuring compliance with regulatory requirements.

The move is expected to benefit importers and manufacturers who rely on PVA for their production processes, providing clarity on the regulatory framework for this essential chemical. By streamlining the import process, the customs authorities aim to support the growth of industries that depend on PVA, such as textiles, adhesives, and coatings.
