The Misdemeanours Court in Dubai handed down a three-year prison sentence, a fine of Dhs20,000 and a prohibition on transferring or depositing funds to others, except with the permission of the Central Bank of the UAE in coordination with the Ministry of the Interior, to an Asian national.
The prohibition will remain in effect for a period of two years following the conclusion of the sentence.
He was convicted for  driving vehicle without a driving licence and under the influence of narcotic substances, which resulted in the collision with an electric scooter and killing of its rider on the spot.
Furthermore, the court mandated that the convict pay the full blood money of Dhs200,000 to the heirs of the deceased individual.
This was in consequence of the convict driving a vehicle under the influence of narcotic substances and without a driving licence, subsequently colliding with an electric scooter driver and causing his death at the scene of the accident.
According to the case file, the convict appealed the initial first-degree judgement. The Dubai Court of Appeal subsequently reduced the sentence, sentencing the convict to three months’ imprisonment, imposing a fine of Dhs5,000, cancelling the deportation measures and upholding the obligation to pay blood money to the heirs of the deceased.
In December of the previous year, the Dubai Police received a report of a collision between a vehicle and an electric scooter in the vicinity of Chinatown, as detailed in the case file. A police patrol and an ambulance were dispatched to the scene of the accident, where the scooter rider was discovered deceased due to injuries sustained in the collision, as detailed in the case file.
A police officer reported that he observed the driver of the vehicle in an abnormal state and did not detect the odour of alcoholic beverages.
The officer suspected that the driver may have been under the influence of narcotic substances. Consequently, authorisation was sought from the Public Prosecution to obtain a sample from the accused to determine whether it contained any narcotic substances. The accused was subsequently identified as a drug user.
During the course of the interrogation, the defendant admitted that he did not possess a driving licence issued by the relevant authority, that he had operated the vehicle without the knowledge of the owner, and that he was a drug user.
Consequently, the court convicted him and handed down the aforementioned verdict.
