The Pakistan Telecommunication Authority (PTA) has introduced a new draft licensing framework designed to attract leading global satellite internet companies such as Starlink and Shanghai Spacecom. The purpose of this initiative is to improve digital connectivity across the country, especially in areas where traditional internet services are limited or unavailable.
Under the new plan, companies will be able to apply for a single Fixed Satellite Services (FSS) license that will remain valid for 15 years. This is a big change from the old system, which required providers to obtain multiple permits and made the process complicated. The simplified license will allow satellite companies to provide broadband internet directly to users in Pakistan.
The framework also sets out clear rules on data security and requires providers to establish a local gateway within Pakistan. Once a company receives the license, it must launch its services within 18 months.
PTA has invited the public, stakeholders, and industry experts to share their feedback on the draft until September 19, 2025. Experts believe that this move will help bring reliable and affordable internet to underserved and remote areas, playing an important role in advancing digital access and supporting the vision of a more connected Pakistan.
