Register in the national tracking system to avoid fines, truck owners in UAE told

The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) has called owners of freight transport vehicles and owners of trucks registered in the UAE who failed to register in the National Tracking System for Trucks and Shipments during the registration deadline or whose registration has expired to register in the system immediately.
The system, overseen by the General Directorate of Customs at the ICP, has been developed with the objective of bolstering the customs security apparatus in the UAE, promoting greater adherence to established supply chain security norms, streamlining trade operations, and fortifying the customs control apparatus regulating the movement of trucks and cargo.
From the initial point of entry into the country to their ultimate destination, the cargo and vehicles are monitored in real time via the National Tracking Centre, which utilises electronic tracking devices installed at the country’s ports.
This enables continuous observation of their movement, facilitating comprehensive oversight and enhanced security
The ICP also said that administrative fine of Dhs1,000 for the first month, and Dhs100 for each following month, to up to Dhs5,000 max will be imposed on owners of trucks who fail to register in the system.
The target groups must register in the system by submitting a request for registration through the website and attaching the required documents to complete the registration process (vehicle licence, company activity, truck plate number).
A date will be set for the installation of tracking devices on the truck. This is done at an approved centre in the country by the competent company.
The list of categories which must register in the system are transit trucks, trucks transporting hazardous materials, trucks transporting restricted materials, trucks transporting goods with high customs duties, and any other trucks specified by the Federal Authority for Identity and Citizenship, Customs and Port Security (ICP).
The list of administrative fines encompasses seven offences for which financial penalties are imposed in accordance with the specific nature of the violation.
The list of prescribed administrative fined includes the following:
Owners of trucks who fail to register in the system: the administrative fine is Dhs1,000 for the first month, and Dhs100 for each following month, with Dhs5,000 max.
Failure to renew the registration within 60 days from the expiry date: the administrative fine is Dhs500 for each month with Dhs2,500 max.
Failure to update the data within 30 days from the date of changing the data: the administrative fine is Dhs500 for each month with Dhs2,500 max.
Providing misleading or incorrect data in the registration application: the administrative fine is Dhs5,000 with Dhs10,000 max.
Destroying, removing or tampering with the locks of the electronic tracking device or its annexed devices, or opening the shipment before reaching its destination: the administrative fine is Dhs1,000, with Dhs5,000 max.
Changing the truck’s specified route, changing the truck’s head without informing the authority: the administrative fine is Dhs500, with Dhs2,000 max.
Loading or unloading the loaded goods before reaching the final destination within the permitted deadline: the administrative fine is Dhs5,000 with Dhs10,000 max.
