PTA has launched a new 10-year license for Internet Service Providers (ISPs), marking a major shift in the country’s digital landscape. The updated rules are designed to improve internet quality, ensure fair play in the market and strengthen cybersecurity while keeping user interests at the center.
Modern Framework for ISPs
Under the new regime, ISPs will be allowed to operate for 10 years with stricter rules to follow. The initiative is aimed at promoting competition and protecting consumers from unfair practices. PTA officials say the framework aligns with global standards and focuses on transparency and accountability in internet services.
Key Points of the Licence
- Duration: 10 years
- Initial Fee: PKR 300,000
- Annual Fee: PKR 100,000 (with 10% increase each year)
- Rollout Obligation: At least 100 broadband customers within the first year
- Data Retention: Real-time logs stored locally for one year
The license also restricts operators from unauthorized expansion and bans practices such as illegal voice termination and bandwidth resale without approval.
For the first time in Pakistan, net neutrality has been made a legal requirement. ISPs must provide equal access to all websites and applications without blocking or slowing down specific services. This ensures a fairer and more open internet for users.
Focus on Security and Environment
The framework requires ISPs to establish 24/7 network operation centers, disaster recovery systems and lawful interception facilities for security agencies. Additionally, companies must introduce energy-efficient infrastructure and recycling programs to reduce e-waste, bringing Pakistan closer to global sustainability goals.
